IL Junking Certificate & What to Do

What is a Junking Certificate?

A Junking Certificate or a Junk title. There is a few different names out there. 

There are parts only titles, junking certificate, junk title certificate, certificate of Instruction. These are not salvage titles. 

Junk certificate and Junk titles are not salvage auto or vehicle title In ILLINOIS

With Salvage car titles, you can go to rebuild and put them back to road again and get registration and plates. Like junking title or junk certificate you cannot do anything with that vehicle. You can not get license plate for it or registration.

You can only use that vehicle for parts only.

You can only take parts from that vehicle use it for another one to put another vehicle together that way salvage title or something. Otherthan a junk title.

So please beware, if somebody sell you a car with a junk title. 

Just know ahead of time, you can not rebuild that title, you can not get plates for it, you can not be driven on the road.

IDOT Safety lanes – How it applies to a salvage vehicle?

Getting your vehicle taken out of salvage status will require you to pass a safety inspection by the Illinois Department of Transportation (IDOT). 

The salvage vehicle needs to be tested to make sure it is safe for the road.

Also, make sure you do not have a Junking Certificate or Junk Title.

If your vehicle is missing a headlight, a door, exterior body panel about to fall of the vehicle, safety belt locked, brakes malfunctioning, leaking hoses or
tubes, frayed belts, bald tires, etc. it will not pass the safety inspection and your vehicle will remain in the salvage condition until the necessary repairs are made. 

Appointments are usually not necessary and you can show up as first come, first served. Fees for inspections will vary from lane to lane, but typically, prices range from $20-$25.

Once you have passed the safety inspection you will receive a signed safety inspection form and a safety sticker for your windshield. The safety inspection form is vital to getting your title taken out of salvage. Leaving the safety sticker affixed to your windshield is also important because
it’s required for your second inspection that will be performed by the Illinois Secretary of State Police.

Your licensed salvage auto rebuilder will need your safety form to go along with other documents that are required by Illinois to insure your title will be rebuilt.


A permit allowing you to drive the vehicle can be requested by the licensed rebuilder to the Illinois Secretary of State Police for those in need of doing both inspections.

Most questions regarding permits can be answered by the licensed rebuilder.

Rules & Regs

The first thing that you need to do when you try to bring your vehicle from salvage to rebuild is contract a Licensed Rebuilder in Illinois.

The IL Licensed Salvage Title Rebuilder  is going to provide all the documents paperwork necessary to bring the vehicle salvage to rebuild.

They will also set up your secretary police inspection if that is needed by the way if your vehicles is 8 years old it WILL definitely need to go a secretary police inspection. If your vehicles is older than 8 years, its only require to do the one inspection which is the Illinois Department Transportation their safety inspection which we all also called the IDA safety inspection. 

If you have to go to the Secretary Police Inspection, the Licensed Rebuilder as I mention will set that up for you that is done strictly through appointment only there are some things that you are going to have to prepare for and put things together in order for that inspection to take place. 

The Licensed Rebuilder will give you all the information regarding what needs to be done. One is the invoices of the vehicle for the essential parts by example would be the vendor's, the hood, the door, the trunk lid, the rear hatch, the sunroof. If any of those parts may change you need to have invoices for that. And the invoices need to be made out to the owner of the vehicle or the licensed rebuilder that is the rules of Illinois.

The parts cannot be in the name of the body shop or whoever happen doing the repairs. The invoice need to made out to the owner of the vehicle or the licensed rebuilder only. There is also going to be your going to need pictures  of the vehicle of that inspection to the Secretary state police.

There are different fees involve, there is IDA inspection fee, the secretary state police fee, the title fee , the license rebuilder fee, sales tax, if sales taxes due for your vehicle. The best thing that you can do they have all the details regarding in this process is to talk to your license rebuilder and have them explain to you the whole process so you know exactly what needs to be done to bring the vehicle salvage to rebuild. If some reason you don't have the license rebuilder yet and you do need one.
